Fileset 1706 only alters the summary report to give the correct table for Early Years Pupil Premium, please see below for more details, however the EYPP information will be correct in the census return file, and you can see what will be uploaded to the DfE by running the EYPP Detailed Report.

There is very little difference between the validation provided by DfE version 2021.1.4 and DfE version 2021.1.3 and there is no difference for the summary report. With that in mind, we now believe that Fileset 1704 (which delivered version 2021.1.4 of the DfE validation and summary report) is suitable for dry runs. Moreover, for many schools, Fileset 1704 is also likely to be suitable for authorisation of the return. If you are not getting errors 2265 and 2280 for exclusions then fileset 1704 is fine for authorisation.
As noted above, version 2021.1.4 in Fileset 1705 of the DfE validation and summary report provided no changes to their summary report. The DfE had previously indicated that they were investigating 'date of birth' range issues for some tables in the DfE summary report.
At 17:09 on Tuesday the 19th of January, the DfE provided version 2021.1.5 of their validation and summary report files to update the 'date of birth' ranges for Table 7 (Early years pupil premium for nursery schools) and Table 8 (Early years pupil premium for non-nursery schools); these are the equivalents of Tables 8 and 9 for the 2020 version of this census.
CAPITA have provided Fileset 1706 which can be downloaded above. However, the data submitted within the census file is not impacted and will be as entered in the Early Years panel of the School Census Spring 2021 application. This can be verified via the the EYPPR (Early Years Pupil Premium Receipt) report.
Therefore we still believe that 1704 can be used for authorisation if you are not getting the above two errors for Exclusions, and you run out your EYPPR report and check that information, which is what will be included in the census file.
Selected Time on Census Day
This is based on the last digit of your DfE number as follows:
2, 3 or 6 The selected time is one hour after the start of afternoon school
4, 7, 8 or 9 The selected time is one hour after the start of morning school
0, 1 or 5 The selected time is one hour before the end of morning school
Changes to exclusion reason lookup
For exclusions that start on or after 01/08/2020 the DfE expects schools to cease the use of ‘other’ as a reason for an exclusions, but instead to use one of the following new reasons for exclusion.
- Use or threat of use of an offensive weapon or prohibited item
- Abuse against sexual orientation and gender identity
- Abuse relating to disability
- Inappropriate use of social media or online technology
- Wilful and repeated transgression of protective measures in place to protect public health
School Census Spring 2021 will be reporting on the Summer term 2020, where ‘other’ remains in use, as well as the Autumn term 2020, where ‘other’ should no longer be used. With this in mind CAPITA will be adding the new codes as part of the Summer Release 2020, but not setting ‘other’ inactive until the Spring Release 2021.
Any inappropriate use of ‘other’ as a reason for exclusion will be picked up by DfE School Census validation.
Changes to the possible number of exclusion reasons
From the Summer Release 2020 onwards, a minimum of one exclusion reason up to a maximum of 3 exclusion reasons can be entered. This change is being made to reflect a change in the DfEs CBDS (Common Basic Data Set).
For School Census Spring 2021, only the first exclusion reason will be reported for the Summer term 2020 but up to three exclusion reasons will be reported for the Autumn Term 2020.
From School Census Summer 2021 onwards, up to three exclusion reasons will be reported for the two preceding terms.
The table below lays out when you can use the Other code and when to stop using Other and start recording multiple exclusion reasons:
Reporting on Attendance Codes
From the start of academic year 2020/21 onward all session attendance codes other than 'Z: Pupil not yet on roll - not counted in possible attendance' and '# Planned whole or partial school closure - not counted in possible attendance' will be reported to the DfE via the School Census.
School Census Spring 2021 will be the first School Census to report all attendance codes other than 'Pupil not on roll'. For example, School Census Spring 2021 will be the first school census to report on the number of sessions where a pupil was 'Late before registration closed'.
The table below shows the new codes that will be picked up by the Spring Census for the first time:
